Scale at the waterline comes from hard water and high pH. It cleans off, and it comes back unless the water is corrected. We do both or we tell you it is coming back.
Loose tile is usually a bond failure
Tapping along the line finds hollow sections. Re-setting a run of tile is a repair; a surface that is delaminating over a wide area is not, and the difference is audible.
When resurfacing is genuinely due
Exposed aggregate underfoot, spreading spalling, or a surface that no longer holds chemistry. Rough underfoot in one patch is a patch.
