What oxidation is
UV breaks down the surface of vinyl, aluminum and paint into a chalky powder. It washes off wet and reappears dry, which is why a house can look worse after a cheap wash than before it.
It can be treated, and it can be too far gone
An oxidation remover and agitation restores a lot of surfaces. Some are past it, and the honest answer is paint. We would rather say that than take the money and hand back a streaky elevation.
